Engineering and Class of 1950 Chair of Advanced Technology at United
States Military Academy at West Point. Extensive
decision analysis, operations research, and systems engineering teaching
experience at United States Military Academy, Virginia Commonwealth
University, United States Army Logistics Management College, and Air
Force Institute of Technology (AFIT).

decision-makers. Member of Technology Panel of the National Security
Agency Advisory Board since 2001. Former member of DOE’s Environmental
Management’s National Prioritization Team.

decision analyst. Principal with Innovative Decisions Inc., a leading
decision analysis firm. Former Principal with Toffler Associates, a
strategic advisory firm. Developed multiple objective decision analysis
models for national and international clients. Consultant with defense
and environmental contractors. While on active duty, successfully
applied operations research techniques to a wide variety of critical Air
Force decisions made by the Secretary of the Air Force and the Air Force
Chief of Staff.

Broad leadership and
management experience as a research and development (R&D) manager and
systems engineer. Served as Program Manager for large R&D programs (up
to $2B budget). Served as Chief, Missile System Engineering for major
weapon system program. Colonel, U.S. Air Force, Retired.

Awarded the Military
Operations Research Society Thomas Laureate in 2002 for technical
contributions and service to the military operations research community.
Research focuses on decision analysis,
risk analysis, resource allocation and systems engineering for defense,
intelligence, homeland security, R&D, and environmental applications.
Articles published in Operations Research, Management Science,
Interfaces, Journal of Multi-criteria Decision Analysis, Military
Operations Research, Systems Engineering, Risk Analysis,
Naval-Research Logistics, International Journal of Operations and
Production Management, Asia-Pacific Journal of Operational
Research, Remediation and Airpower Journal.

Currently serve as
President of the Decision Analysis Society of the Institute for
Operations Research/Management Science (INFORMS). Previous service
includes: President of the Military Operations Research Society (MORS),
a major operations research society with over 3000 members, Editor of
the Military Operations Research journal, Chairman of INFORMS
Chapters Committee, and President of Richmond-Tidewater Chapter of
INFORMS. Currently serve as referee for several operations research
journals. Selected the 31st Fellow of MORS in for outstanding
contributions to military operations research.
